Scary thing is that's one of several anime girls where my first thought on seeing their image was "That's *me*" (ie my head said that my girl self should look like that)

That's Yomiko Readman in the image. She's also known as Miss Paper. Imagine somebody who can give papercuts to tanks at range, and block machine-gun fire with today's newspaper.
I first encountered her and several others that gave that same "that's me" recognition back in the early 90s (at a guess). But only as pictures posted to usenet groups. I only found out that she was from "Read or Die" a year or so back. And promptly downloaded and watched it. :-)
