Combine the fact that most political types have never had a job where they even *saw* a mop bucket, with the rampant Islamaphobia and the chain of thought probably went:

Weird thing in bathroom.
Looks like the only thing it'd be useful for is washing feet.
Muslims wash their feet before prayers.
Must be something to make this place Muslim friendly.
