Just before sunset there are hints of clouds in the NW sky. Once it gets dark, you can see them blotting out some stars. They are moving mostly to the east and very slowly creeping south. Long straight bands as far as anyone can tell.

They won't be overhead until well past midnight.

Assuming someone tries to do some star sights from the "plaza" by then they'll have determined that the stars aren't quite motionless. By midnight one that was over a mark shortly after sunset is halfway to the next (clockwise) mark (call it half a degree of motion).

This holds true for any star near enough the horizon to easily sight on.
