There have always been rumors about Dolly and her female best friend who used to travel everywhere with Dolly. (And the fact that Dolly is married, but nobody ever sees or hears anything about her husband. That's how they've been married for so long.) And, like Judy Garland, Dolly acknowleges that she's a "camp" icon to a certain segment of the gay population. (Dolly's a lot of fun. She's the wacky aunt - she had lots of siblings, so she's got lots of nieces and nephews to practice being wacky for.
I'd heard she was a pretty big supporter of gay rights and the whole LGBTQ+ movement, I think it was at one of those that someone got up the nerve to sing that for her.
Although that would make sense if she was Bi or lesbian herself... or just plain straight but not narrow.
I think she'd say something like, "Well, whatever two people want to get up to, just ain't nobody's business but their own." She's pretty open-minded about a lot of stuff.
You could say that Dolly had some tendency towards feminism - she came up with the idea of changing "Mule Skinner Blues" to "Lady Mule Skinner", and she sold the concept to her manager, and it became one of her bigger hits. And then of course there was "Nine To Five."
