There are sinkable shelters built from a metal cylinder or rectangle. My supervillans call them "cans." They can be used as disaster shelters, lairs, or even homes.

You might also look up monolithic domes, which are as close to earthquake-proof and hurricane-proof as humans can currently build. There are some amusing pictures of flattened neighborhoods with one dome left standing amidst rubble.
