The books are available in 5 formats, one of which is HTML.
There are some Baen books free to anybody:
http://www.baen.com/library/
You can see the formats there. Also, check out the Webscriptions site for ones that the non-disabled have to pay for. They are much cheaper than hardbacks or even paperbacks.
