As for the cable, yeah, they should have a TDR that they could hook to the line. That'd tell them how many feet away the break was.
Assuming that the other apartments *do* have cable, it's not like there can be that much cable to check. My money is on either a "jumper" disconnected in the distribution box for the building or complex (which the idiot tech *should* have known to check, but a lot of cable companies hire contractors who don't know as much as they should) or a break in the cable from that box to the apartment.
