That's the point I keep making. The problem is not a legal or technical one (though there are definitely legal and technical ramifications) but a social one. We are a violent society (though some segments and some individuals are more violent than others). We need to work on changing that, in the same way we are working to reduce smoking and drinking and sexual harassment. Things like violent video games are a symptom, and not a cause.
Of course, it's a lot easier to pass a law or make a rule than to change a society...
